Star Wars Reveals The Empire"s Return Was Inspired By The Rebels*

The Mandalorian season 3, episode 7 reveals that Moff Gideon is part of a coalition known as the Imperial Shadow Council, which consists of several formidable members who wish to revive the Empire. Each member of the Shadow Council is in charge of a specific sector in the galaxy. While some use their power to poke and prod the New Republic, searching tirelessly for weaknesses and holes within their leadership, others of the Council plunder and profit for their own gain. Members rarely share their resources with one another, and none of them are keen on sharing their personal projects and secrets.
The Imperial Shadow Council is responsible for shaping the galaxy between Return of the Jedi and Star Wars: The Force Awakens. While the New Republic is busy celebrating its victory over the Empire, the warlords of the Shadow Council work to bring about their grand plan. Nevertheless, some members, such as Captain Pellaeon, believe that they must still be cautious. If the New Republic ever began to put the pieces together and realize that the warlords were coordinating with one another, then all the Shadow Council’s efforts would be in jeopardy.
